i dunno having a free 600ish hp shield as an extra skill for ap champions sounds pretty useful

First, it requires stacking it till 750 bonus mana. Second, if a champ doesn't require this amount of mana - you are wasting a ton of gold which is what will still make this item a niche item.

Singed's passive is terribly overrated. The item, once fully stacked, will only grant you 250 health which is nothing late-game.

But that is 250 health plus a possible shield at at least 600 health. From one item. Add to that the mana regeneration and approximately 135 ap. Not bad at all really.
