Champion base movement speed increased by 25, base additional movement speed of all Boots decreased by 25.
Flat penetration now applies after percent penetration, but penetration numbers have been reduced across the board to compensate.

Comments: A useful late-game item for bruisers and an excellent upgrade for QSS on a ranged AD carry. This item gives a lot of bruisers Olaf-like functionality while potentially revitalizing QSS on ADCs, especially with impending nerfs to GA (or its removal altogether).

UNIQUE PASSIVE - AWE: Gain attack damage equal to 2% of your maximum mana.
TOGGLE: Your single target spells and attacks consume 3% of your current mana to deal 6% of your current mana as magic damage.

Comments: The active is surprisingly powerful, adding on average around 75-80 extra magic damage on hit at the expense of draining quite a bit of mana. However, few champions build Manamune to begin with (Yorick, Urgot) and those that do typically do not autoattack very frequently.

PASSIVE: Damage dealt by this item benefits from life steal.

Comments: Unfortunately, there is no slow included with this item. It's a decent item for offensive junglers, but the majority of champions will prefer the defensive stats from the Golem path or the AP, CDR, and spell vamp from the Wraith path.
Statikk Shiv
40% Attack Speed, 20% Crit Chance, 6% Movement Speed
UNIQUE PASSIVE: Moving and attacking builds Static Charges. At 100 charges, your next attack expends the charges to deal 100 magic damage to up to 4 targets. This damage can critically strike. (Autoattacks provide 10 charges, moving 100 units provides 5 charges).

Comments: Has many of the same stats as the old Phantom Dancer while having a rather lackluster passive which seems to charge less frequently than Ionic Spark currently does. Seems inferior to Phantom Dancer in most ways except for the fact that it is an upgrade path from Avarice Blade.
Sword of the Divine

UNIQUE PASSIVE: Kills reduce this item's cooldown by half.
UNIQUE ACTIVE: You gain 100% attack speed and 100% critical strike for 3 seconds or 3 critical strikes - 60 second cooldown. This item gives no attack speed while on cooldown.

Comments: On ranged champions, this seems to be largely outclassed by Runaan's Hurricane. It may have a niche on certain melee champions, though, as it does not count on-hit effects as crits and thus will offer the full attack speed bonus, which could potentially be useful on someone like Xin Zhao.

20 Attack Damage, 50% Attack Speed, 10% Movement Speed, 10% Cooldown Reduction
UNIQUE PASSIVE - TENACITY: The duration of stuns, slows, taunts, fears, silences, blinds and immobilizes are reduced by 35%.

Comments: Potentially an excellent buy on AD carries, as it offers both AD and AS while giving CDR (which is hard to come across on AD items) and much-needed Tenacity.

To kickstart this discussion, I'm going to talk about AD carries - notably, a build that seems to be popular in PBE is rushing Bloodthirster into Runaan's Hurricane, for an extremely powerful mid-game since you have a lot of raw AD, a lot of AS, splash damage, and extra lifesteal.
