Even 10% of current health isn't going to kill the opponent, even if it was max health you would have to hit the enemy 10 times but I don't believe the dot stacks so it basically only deals 10% of current health every 3 seconds which is a long time in terms of auto attack when compared to something like vayne who deals 8% true damage from max health.
