Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

I'm wondering something : What is elo hell ? I mean, some people say it doesn't exist, some people say it's below 1200 elo, others below 1500... I'm confused. Is the "non elo hell" when you don't have leavers each game ?

No, because then you can still have a Gragas hybrid top building Lich Bane and Muramana.
There is no elo hell simply because there's idiots everywhere.
