It's not only hard, it's impossible to hit an opponent at max range. Because it isn't meant to be used at max range.
It should only be used defensively or while chasing since either of those guarantee a hit from it.
Comming from a guy who hasn't played nami, only against her and i always go in once she "wastes" her q trying to make a play.

In my opinion,
Riven is pretty much easy because she is flawless, or has few drawbacks, or non-fatal drawbacks, just like
Katarina. Of course you can't always win the lane, but be sure if you can never lose it if played just a bit decently right.
Hardest champs?
Orianna,
Syndra,
LeBlanc,
Lee Sin,
Nidalee and
Elise.

Usually aiming a lil bit behind them makes it super easy to hit, you'd be surprised how many people jus turn and run into it :P Koksei's jus' bad :D

orianna is hard to play for me because having to manage where the ball goes is hard to learn, draven too because have have to keep moving with his spinning axes to have his full damage output
no idea why people say Ezreal is hard all you have to do is be able to land a skillshot to play him
