If he was Steel legion Garen I would assume it's for visual synergy with his ultimate. Much like why I build it on Volibear.

I got Statikk Shiv because it is the only usefull item which builds out of Avarice Blade, I get an early Zeal for MS and crit aswell. And it works well with Decisive Strike. The high amount of crit and MS is the biggest reason to get it.
