AP Udyr isn't underpowered, it's bad. There's a huge difference there. And Rumble isn't underpowered.
Personal items are, generally, a bad idea. Either you run into the Viktor/Rengar issue, where the items aren't good enough (which is likely), or they'll end up being way too strong. Viktor's inability to sell his Hex Core is one of several reasons that he's considered sub-par, and no one ever buys Bonetooth Necklace on Rengar.

I agree that having too many 'Unique' items would lead to either a super unbalanced game (where certain champs will be OP with their Unique items) or a champion having their own item would become boring and not special.
What I would like to see is more of the secondary quests such as Kha'zix and Rengar's 'The Hunt Is On' event. I've only seen it once, but it added a really nice flavour to the game, and it would be a shame if Riot didn't include a few more of them.
