those are all legit base damages, for sure.
if i'm being nitpicky here I'd say give him a couple QoL changes like lower mana costs lategame and maybe lower CD for lategame too (we've seen how 15 second heals go with Soraka...).

Stats:
+250 Health
+7 Health regen per five seconds
Unique Passive:
Bolster Heath - Every time an offensive ability is used, maximum health is increased by 4 (3 second cooldown). Caps at +750 bonus health.
180g (Rejuvenation Bead) + 475g (Ruby Crystal) + 120g (Combine Cost) = 775g (total cost)
Heart of Cyrilgar + Long Sword -> Living Blade -> Absolution
Heart of Cyrilgar + Blasting Wand -> Lifeblood Stave -> Relativity
Treat as you would Manamune -> Muramana and Archangel's Staff -> Seraph's Embrace, changing mana bonuses and centrality to those of health, and reducing accordingly until balanced (typically, building health is ALWAYS going to be easier than stacking mana). I just want there to be something that benefits health-based casters and manaless champions.
And yes. It would also be cool to see people using the health equivalent of mana-shield to make themselves into walking bombs, where the ability will take 25% of your health to deal a portion of your health as ability damage to surrounding enemies, or watch people slowly drain away using Absolution (3% of your health every strike to deal 6% of your health as bonus damage? Yeah, it'd be fun to watch).
