this isn't the same blue build as ezreal, but on jungle Evelynn i run:
Spirit of the Elder Lizard, Spirit of the Spectral Wraith, Rylai's Crystal Scepter, Liandry's Torment, Sorcerer's Shoes, and usually Deathfire Grasp

The AD + CDR of Spirit of the Elder Lizard alone is worth 2122g.
For Spirit of the Spectral Wraith however, the AP + CDR + SV = 1959,5g. Though the smite passive is realz naic :D
