Which form is best?
Well, as a matter of personal preference, I've always preferred Tiger, as you can no doubt tell from my avatar.
But I have a sneaking suspicion that Pheonix has been better for some time now. Then again,
Udyr has never been one of my more commonly used junglers, so I can't say.

Phoenix has always been better in terms of clear times. When it comes to ganks, it's largely subjective. I have always preferred Phoenix stance.
s3 jungle allowed Tiger to become viable in the jungle, but before that it wasn't really good at all (in terms of clear speed, which affected how often you could gank).

considering with Tiger you have to actually auto-attack the target to deal any damage at all...

not saying it's not the case, just find that I deal plenty of damage with phoenix...admittedly, I do run magic pen in masteries though.
