he's one of the most nasty cleanup champs, he splitpushes like no tomorrow because of his ridiculous sustain, and his ult makes him a pseudo-tank for 5 seconds in situations where he can also escape from if played right. i swear this champ is probably the most underrated champ in the game.
And back to OP: Renek's concept of "falling off" comes from the fact that his damage falls off. Just imagine him as a shen with a strong early game and pushing power in return for no global ultimate.

also fun on renek and riven. shame noone seems to care how good tiamat can be.
either way, renekton only really falls of if you let yourself fall off. he's a beast, has CC, armorshred and a gapcloser. even if you don't build much damage, he still hurts plenty.
I mean, if you're comparing renekton's damage to that of a 6-item ADC, the ADC will dish out more damage for sure.
Renekton's good because he doesn't have to build many damage items to deal significant damage - at any stage of the game.

its not about needing tiamat its about facilitating 1v1 dmg and waveclear.
there is a reason most pros do it and that reason is cost efficiency. Tiamat has a huge impact on your laning for a fairly low amount of gold.
plus it gives you great damage 1v1

Spirit of the Elder Lizard does a better job than
Tiamat in regards to 1v1 and waveclear. Sure, you can't upgrade Elder Lizard into Hydra, but if the reason you're building Tiamat/Hydra is for the early damage and waveclear why not just spend 100 gold more for an item that would probably give a larger damage spike. You get 5 less AD and 1 less Health Regend, but you also get 10% CDR and arguably a better passive.
Again, I haven't tried it, but just looking at the reasoning you gave it seems Elder Lizard would be better
