Just gonna say, let's not be mean with this idea, k? It can be considered harassment. Tongue-in-check quoting is harmless; quoting someone solely to humiliate them is harmful.

I know your personal experiences with quotes in signatures but a single quote shouldn't matter and shouldn't be considered harassment. A bunch is a different story. I mean, if you said something, you should support that right?
