Possibly a bit overwhelming having to deal with so much and make a fresh start!
Welcome, btw!
Cho'Gath had better days but can still work. He is very good at sustaining and farming, but he can get harassed by morepopular picks, especially in toplane. Focus on farming, staying alive and stacking Feast.

He's better off in the jungle, but can manage lanes against most melees. Against ranged, I only had success when I was very aggressive, getting a combo off early and just trying to harass enemies out of lane so I could farm. If it doesn't work or you think you can't do it, play safely, farm under tower and ask for jungler help, then roam.
I had trouble hitting his damned AoE too, but you get the hang of it eventually. You'll probably miss a couple at first until you get the hang of how the opponent is juking the Q. It's about prediction mostly, being able to put the enemy in a situation where no matter where he goes, the knockup happens. Just keep at it. Usually silencing them first helps a lot, especially against peeps with built-in escapes.

cho'gaths lane is more about freezing the lane and denying EXP rather than actually fighting. if you spam skills to much you run out of them when you need them. Cho has a lot of sustain with his passive, and that's what you need to do is max his E and farm, get your tanky items and do what you can. unfortunately with the top lanes nowadays they'll want you to be able to cover the lane against split pushers who seem pretty popular right now.
Your best bet is to jungle with Cho'gath, so you can get blue buff and use your CC to more use in the early mid, you still get enough gold to be tanky though.

Just about, Cho'gath is pretty effective as a jungler in the right hands, you still build rather tanky though you may or may not get a locket of the iron solari depending on if support picks it up. Jungle cho is a lot better because his ult acts as a second smite so you have an easier time securing buffs or baron/dragon.

Work on your last-hitting in a custom game, with and without Vorpal Spikes active. Max Feral Scream and use it to harass when the enemy goes to farm or trade (but remember it'll push your wave). It's more reliable damage and should be what you use to trade most of laning phase. Against ranged champions you can try and rupture them, W and autoattack to get them low. If they're mobile you might have trouble landing Q without a jungle gank. Just use the threat of your W to help you farm safely and get feast stacks if you have no kill potential. Cho is a great team fighter so just farming in lane should be enough vs most ranged matchups if you don't have jungle help.
Also don't worry about the people telling you to jungle him, he's a fine top laner as well.

Thanks to Nyoike for the sig!
once you get 6 in mid lane just instakill the entire wave with Q W then ult the wraith or wolf camp, rinse and repeat, you will eventually get the tower, 6 stacks, more exp and cs than enemy mid laner. You can burst pre-6 sometimes if you land your Q. You can harass with Q and W but if they have a ranged threat mid laner pre-6 just last hit from a distance and play safe. Top lane it's just farm fest and you have infinite sustain.

Cho can jungle well if you have the right runes for it, check some of the jungle guides for Cho to get an idea of how it all works out.
But he is easily harassed out of lane by ranged champions, so it just takes time to learn how to control the lane in your favor. It may help out as well doing some CS drills, just set up a 1v1 custom game pick a ranged bot, and just practice getting last hit's if you can do it well there it will carry over to a real game. But bots are not good practice forever as they use patterns that after a few games get way to predictable so it's really just going to take practice to get better with him toplane.

I played Corki for a while, loved him, then they covered him in nice squishy foam and put a 2 second static cooldown on his R... if I find out who did that I'm going to throw sand in their bed sheets.
Played Fiddlesticks, had moderate success, still fooling around with him.
Came across Cho, thought he'd be fun to play. Yeah, well, he's got a serious mana problem, which isn't such a big deal, except I can't seem to farm at *all* in lane with him whatsoever. I keep getting plinked at by the enemy(ies) in my lane, and end up not being able to do a thing. His Q will never land on anyone who knows what they're doing and is just farming creep, so I can't even harass them unless they're going for a kill, which, normally, they're doing that because they know they can kill me or my lane partner.
So, help me out here guys... I'm seriously having trouble learning to lane with Cho. If I can't kill creep, I can't make any cash, which, kinda sucks.
