I played with Exhaust last season, ofc it's great but it's not needed imo.
Since the ward changes I kinda feel that I need to do more plays as support to climb elo. The vision war is more complicated now and requires more of a support than just extreme warding.
The barrier Janna has been working on high elo players (challerngers and diamond I-V) as well so it's a totally legit playstyle.
Flash is essential due to it's many uses.
This is getting tedious, I was interesting in the list and the discussion that follows. Seriously, we are debating what tool has the best viability and/or require the least amount of conditioning to work well, not wherever this discussion is heading. If you don't agree with it on any level, take it with a grain of salt, like the rest do, for the OP said it himself:
Tier 1 = best picks. almost always good.
Tier 2 = situational. can be better than t1 picks in the right comp.
Tier 3 = noticeable flaws but can work.

Tier 1 is pretty solidified. As I went through it became harder and harder to place champs, just because you don't see them as often.
Again, he's discussing viability and/or requirement to draw out the pick's strength, not comparing their values, for it is hardly possible.

I think it's a matter of habit. No one wants to risk
Kassadin being unbanned because they've had a memory of consistently getting wrecked by him, and with all the Kass OP circlejerk I can see why, even though I don't agree with it. If somehow everyone was unable to ban Kass and then allowed to again a week later it's possible his ban rate could drop. Don't take my word for it though.
Sorta relevant: I had about three games with an enemy Kass who pretty much picked him as soon as he could. They all got wrecked. I think I agree with his placement on the list.
