The two good build paths right now are:

Doran's Blade into Blade of the Ruined King into Youmuu's Ghostblade
Doran's Blade x2 into Infinity Edge into Phantom Dancer

Some varieties include bork -> Trinity Force or bork -> phantom dancer. Trinity force start is very rare but still decent.

And no, you don't start BT anymore on ANY adc.

Great, any thoughts on the first question though?

1) Tear into Archangel is good when you stack it well and hyperscale into late game to make the weak early game worth it. It's good on champions who don't get hurt too much by buying it early on (kassadin can't really take his early game being hurt even more). Examples are Karthus and possibly Anivia.

It's also a good build path when you're facing an AP mid and don't want to get the Athene's Unholy Grail. In that case you should combine it with Morellonomicon. This can work on e.g. Orianna, Ziggs or Lux

2) Sunfire cape is a splitpush item and gives extra waveclear and AoE damage while randuin's omen is a lot better in teamfights because of the passive and active + it gives higher defensive stats overall. In short; sunfire is better for splitpushing (faster waveclear), randuin's for teamfights (better defense)

Thanks, how would it work on Veigar or Cassiopeia? Also with RoA.

Tear/AA is viable on those mages who either directly or indirectly scale with mana. Also, it is a late-game item and not a mid-game power spike which is why it's not frequently bought. Kassadin, Karthus, Ryze, and Anivia are notable examples of those who scale (in)directly with mana. Kassadin doesn't always have to buy it but can do so to strengthen his late-game. In some cases, however, you'd want an earlier power spike so you skip the AA entirely and go directly into deathcap.

AA has no place in the builds of burst mages as they need to do one combo and they're done. Some DPS mages can use its high power but prefer earlier power spikes or scale better off mp5 and cdr. Examples of these are Orianna, Viktor, and Lulu.

Recapping; Tear/AA/Seraph's is a late-game item that provides a whole amount of mana. Burst mages do not require a big mana pool so they are out. DPS mages can use it but generally benefit a lot more from MP5 and CDR thus opting for Athene's Unholy Grail or Morellonomicon instead. Karthus and Anivia are examples of mages who can constantly deal damage as long they have mana and do not scale well with CDR. Additionally, Seraph's is very efficient when combined with other mana items such as Rod of Ages.

P.S. Yes I'm aware that the recap is about as long as the post itself.

Works fine, but not with roa. Just forgot to mention them because they aren't common picks.

Applying the rules just stated. Veigar is a burst mage, therefore it's a no-go. Means that RoA is also out.

Cassiopeia can potentially use the combo although a Q-oriented build also scales really well with CDR, whereas an E-oriented playstyle does not. Therefore it depends on your playstyle. If you prefer to sit back, play siege-oriented, then you're most likely better off with a Ziggs/ Vel'Koz esque build: Athene's -> Deathcap -> Void -> Liandry.
However if you prefer an aggressive E-max playstyle, then a heavy mana build can be very strong. Which would probably result into going Karthus esque: RoA -> Seraph's -> Void -> Deathcap
