1) Tear into Archangel is good when you stack it well and hyperscale into late game to make the weak early game worth it. It's good on champions who don't get hurt too much by buying it early on (kassadin can't really take his early game being hurt even more). Examples are
Karthus and possibly
Anivia.
It's also a good build path when you're facing an AP mid and don't want to get the
Athene's Unholy Grail. In that case you should combine it with
Morellonomicon. This can work on e.g.
Orianna,
Ziggs or
Lux
2) Sunfire cape is a splitpush item and gives extra waveclear and AoE damage while randuin's omen is a lot better in teamfights because of the passive and active + it gives higher defensive stats overall. In short; sunfire is better for splitpushing (faster waveclear), randuin's for teamfights (better defense)

AA has no place in the builds of burst mages as they need to do one combo and they're done. Some DPS mages can use its high power but prefer earlier power spikes or scale better off mp5 and cdr. Examples of these are
