Gragas: Haven't seen him in solo queue at all. I know his laning phase is dominant but his late game is meh. He's better top for sure though.
Fiddle: fear got nerfed, gg fiddle support
Elise: was only played support cause she was broken as ****

Old soraka was tier-3 tho. Once you know how to deal with her heal in-lane she's easy to deal with.

He doesn't excel at anything. His stun is very weak and doesn't do anything outside of lane (and even then only vs targets without escapes), his aura's are only mediocre, he has low range meaning it's hard to get in range to use any spells and finally, has quite high mana costs.

1) I've only seen him a few times but I think both his laning phase and late game supportive abilities are sub-par. During lane he isn't really that dominant and late game he only offers some decent damage but no hard CC at all (which is a very big con for a support)
2) Her global passive was one of the reasons her winrate was that high. I think back then she also synergized better with the meta carries (caitlyn in particular).
