Pain in the ass plain and simple. He can harass you constantly when you try to collect gold and leave you with too little HP to engage. Either kill him or the ADC fast, but don't let him get more AP, that's your job.

Champion Build Guide
I've been up and down the ladder since starting ranked, bronze to diamond (if you can believe it), and then back to Gold. The natural flaw in the ranked system is that most people are in the wrong rank. I've seen people in Diamond that should be in Silver, and people in Silver that should be higher up. I want to share my Blitz build to help you succeed as a supp. I've tried plenty of champs for supp, and I've always found my way back to Blitz every time for good reason. Let us pray that Riot never nerfs or reworks our beloved golan <3.

+ Very easy to snipe enemies with a well placed hook

+ Can assassinate non-tanks solo when fed
+ You're AP damage scales extremely well
+ You'll automatically be honored by your team post-game for being Blitzcrank
Cons
- Doesn't make for a good tank. Without you're kit you're useless.
- CD times are big, but not a big problem if you can land you're hooks and are conservative.
- Early game mana management. High cost, low mana. You're an opportunist, don't waste your mana.
OH YEAH BABY! ROCKET GRAB! This is your calling card. This is what feeds your ADC and let's you invade enemy jung for an easy first kill. Always level it up first, after your ulti of course. It will do big damage from the AP steroids you will pump it up with. Land these and gain glory and LP.
Think you can run from Blitz? Hell no. Think you can catch Blitz? Hell no. With this abilities leveled after Rocket Grab, then boosted with items, you are a 10,000 RPM dragster disappearing and appearing in a flash.
What's the best follow-up from a Rocket Grab? A jaw shattering uppercut to send the enemy skyward and vulnerable to your allys' DPS. Or, you could run up to your enemies and start with it!
It makes a full grown man shutter to think of the damage this ability can do. Health bars vanish, enemies go from engaging to routing, all your hear on your headphones is "Ace", "Ace", "Ace" repeating over and over. With all the AP you build, you'll turn the enemies on the other team from threats to finger food for your team.
Flash will let you escape if you're lucky, but it can also help you land a hook. Landing a flash hook is neat. It'll score cool points with your team, even if it's simple.
Ignite can be used on a low HP enemy, one that might be healed soon to dampen that effect, or just to harass someone if you don't care about wasting it (You will not score cool points with this move, you will get '?' pinged)
Other boots don't provide good enough benefits to consider them over Boots of Mobility. With these puppies, paired with Cosmic Drive and your W, you will be flying around the map.
I used to build Luden's, but then I thought, "Why not Night Harvester". More damage from an ability, more movement speed. Perfect.
Great for added speed coupled with more AP.
If you're being targetted, or hurting for survivability, then it's reasonable to build this after Night harvester and Cosmic Drive.
Have some extra gold burning a hole in your frame? Get more AP. More AP means more health bar deletion.
I don't normally take this, but if the enemy as fast as you, then you might want to try slowing them down, especially if your team lacks CC.
If one too many enemies are building MR to counter you or your team, you might want to grab this to still make your damage relevant to them.
If you somehow finished your build because the game is on the fence and is being really drawn out like this sentence, then buy one of these. No reason not to. You could also buy one if you have 500 gold and it looks like your team might make a decisive team fight or Nexus push. No reason to save gold when the game is about to end.
More speed. When you complete your combo, you'll get a nice boost of speed to either run away from enemy damage or to follow/get ahead of the enemy.
This will help with the mana hungry champ that is Blitz.
This will take the edge off your long cooldown times on your abilities.
The longer the game goes on, the more your AP damage scales. Very good rune.
When you knock them up, this will do a little true damage when you pop your Static Field
This is another very good rune on AP Blitz. This will help you get your ultimate's cooldown to ~11 seconds by the time you're maxed it out.
Early Game
Early game is very straightforward for Blitz. As soon as the game starts, rush to a river brush and watch for an invasion by the enemy team. If your jung and teammates are willing, and things look good, you can try to invade to get an early kill or steal enemy red. When in your lane, focus on collecting Siege and Melee creeps. Don't waste your charges on mage creeps, it will give you less gold. If you see an opportunity to hook that would do enough damage to force an enemy to back or kill them, go for it, but make sure you have Q and E first.
Mid Game
If it's the middle of the game, then you probably have Night Harvester by now and are a threatening presence if all has gone well. You will also likely have either taken your lane or nearly taken it. All you have to do now is keep focusing that tower, landing hooks, and when the moment calls for it, assisting with the dragon and roaming mid. Do not forget to ward and clear wards! You're still a support after all!
Late Game
At this point, you're either winning or losing. If you're winning, then you have gotten Cosmic Drive and are already building your situational items. You can now easily melt a large portion of enemy health bars and providing kills to your team. If things are going well, you will never finish your build. That's because you will have won long before that happens. You're ultimate is now at around a 11 second CD time, relevant points of interest are warded on the map to monitor enemy movement, and you are playing for picks, dragons, baron, inhibitors and trying to win team fights in the hopes of driving it all home and taking their nexus.
Have fun, and try not to focus solely on ranking up. Be a good teammate, even if you have a troll on your team, and remember, you're ****ing Blitzcrank! Your mere presence scares the **** out of enemies. You can play mind games with them just for fun when running around them and making them think they're about to be ganked!
