RUNE SETS

I believe Lethal Tempo is the best in slot rune for Bel'Veth most of the times. It basically provides you with 60 - 90 of your stacks depending on your level and gives you extra range which is extremely useful. It scales very well with all the on-hit items too since most of them don't have AD scalings anyway.
I'm not sure why do so many people prefer Conqueror over Lethal Tempo even in the jungle. Bel'Veth doesn't get a lot of value from raw AD and the 8% healing provided from stacking it doesn't get calculated together with your Royal Maelstrom modifier. It is by no means unviable so you can go with what you prefer.
Great in tank builds and Bel'Veth easily procs it in lane with her mobility. On top of giving you permanent health it gives you amazing trading power and decent damage later in the game. Outside of tank it is pure trash.
Together with your heal from eating a coral every takedown will replenish plenty of your health which can come in clutch during early to mid game skirmishes.
Only viable with the lifesteal build and it REALLY makes a difference. Overheal with Ichorshield from BT will pretty much give you a 2nd healthbar and even during combat when you have insane lifesteal it doesn't go to waste if you get to full health.
You are very prone to being cc'd and instantly killed especially if you didn't build any tank stats. This rune becomes a lot more valuable if you need Plated Steelcaps.
Making it easier to finish off targets with Royal Maelstrom can prevent them from escaping with 10 hp.
Regardless of the build a little bit of extra resistances are always useful. But if you need lane safety Second Wind or Bone Plating are good too.
For lifesteal build only this will not just buff your healing but also shields from BT Shieldbow and Overheal making it the superior option when compared to Overgrowth.
You barely build any health especially during the early game so this paired with your ult's stats will give you some decent HP to work with.

LIFESTEAL


This is the highest scaling build you can opt for while also being one of the safest. It deals insane damage late game as well even more than Kraken builds but it is a bit weaker during the midgame as at two items it deals less damage. This is the build I recommend the most (It is also the build I have the most experience with and in the matchup section below I'll assume you're with this build).

BURST


As explained below I don't believe in Kraken Slayer supremacy and after all it isn't even that good into tanks. What it does though is increase your damage by a lot especially vs squishy champions so if you're snowballing you can opt for this option to insta delete squishy champions.

ANTI-RANGE


Added stickiness to your already hyper-mobility will make you practically impossible to kite making it really good vs long ranged characters like Caitlyn, Ashe etc. It also counters AD champions really well especially duelists in the toplane.

FULL TANK


It takes a while to get used to but tank Bel'Veth is actually amazing in the toplane. Titanic deals unexpected damage as a 1st item and later on you become a GOD of extended combat due to your true damage stacks.

MYTHIC ITEMS

In my opinion one of the best mythics for Bel'Veth, it provides you with everything you'd need and a big shield for added survivability. Scales decently into the late game and is overall good at every stage of the game.
Overrated bait item. You get nothing other than a ton of damage which you really don't need, it gives you what you already do well and leaves your weaknesses exposed. I'd recommend you to take this only if you're turbofed snowballing and you're gonna end fast.
Stacking Armor and Magic resistance to crazy amounts from a single item is perfect. The more stacks on the item you have the higher efficiency of your healing will be as you will be healing more eHP.
If you're against a kite heavy team this item is perfect for both sticking onto them and making good use of your Lethal Tempo. Bel'Veth is a terrible Sheen user so don't rely on it for damage.

LEGENDARY ITEMS

3300G
Great synergy with your kit overall from stats and passives specifically the slowing part which is perfect. You can build this 1st every game as it is a massive powerspike in your damage and sustain.
2600G
The main purpose of this item is the phantom strike which massively boosts your ult damage. Instead of procing your true damage every 2nd attack you will proc it every 2nd and 3rd. And lets not forget the amount of attack speed it brings.
3100G
A mix of defense and offense as well as a bit of anti-kite with the MS buff. Pick it up if you have to deal with magic damage but don't wanna build tank.
3300G
Death's Dance passive has a little bit of an anti-synergy with your Royal Maelstrom but it's a good item regardless. It is usually paired with Wit's End for a mix of resistances with damage.
3300G
Usually bought in tankier builds it's what allows you to do any damage. It feels alright as a rush item with grasp and gives you decent survivability.
3200G
Lifesteal synergizes really well with Bel because of her E which gives her 20% lifesteal + 100% of her current lifesteal. You can solo baron at any point in the game with a build that uses this item and pressing E basically means you're full health again. You have like ww levels of sidelane sustain as well.
3100G
Sometimes your true damage won't be enough and you need additional sources of damage. You can choose Lord Dominik's Regards as well if you have rageblade but Black Cleaver stacks almost instantly with your kit and makes you tankier.
FLEX TANK
Many tank items can work when you need them. You can choose depending on their teamcomp, items like Spirit Visage, Randuin's Omen, Thornmail, Force of Nature can all work well.

Why is Rageblade an amazing item on Bel'Veth?

Guinsoo's Rageblade doesn't just assist your on-hit effects it also makes your R stacks deal 177.8% of their normal damage. With that said Guinsoo's Rageblade becomes a much better anti-tank item not just in terms of damage but also it is drastically cheaper compared to Kraken Slayer with a 800 gold differenece. It doesn't take up a mythic slot either allowing you to build more defensively. Immortal Shieldbow is perfect for this as its crit translates to Guinsoo's Rageblade's damage while it is wasted on Kraken Slayer.

It may not seem like a drastic increase in damage but trust me it is a big difference because of the way the stacks work - the more you have the faster will the damage ramp up until at some point every 2nd/3rd auto attack will chunk tanks hard.

DIFFERENCE IN TRUE DAMAGE STACK AMOUNT

Here's a list of reasons on why I believe Bel'Veth toplane is perfectly viable and you can make it work too:

Overrated Passive

As everyone knows Bel'Veth gains stacks from killing large monsters that give her some attack speed. By the late game you will have around 100 stacks which is 100% bonus attack speed. Similarly to Susan your stacks, as a toplaner, will start racking up during the midgame when you start skirmishing, stealing camps, getting cannons and solo kills. Even if you play passively you'll get a decent amount of stacks. ( Lethal Tempo gives you 60 of your stacks lv 1 when stacked lol)

Mobility

Your Q gives you such valuable mobility in the toplane and you can use trading patterns most toplaners cannot match. You can dodge nearly any skillshot, move unpredictably, escape and engage easily and so on.

Herald and Splitpushing

As a toplaner herald is right next to your lane making it a lot easier to take. Together with it you have insane splitpushing potential and you can do it pretty much for as long as you like because guess what? You're not a jungler and you're not stuck with smite. Especially when ahead most toplaners cannot even contest your splitpush and you can use your insane duel potential instead of being a jungler having to contest objectives.

Countering

For majority of matchups you either win them or go even due to your safety. You can make a darius or aatrox rq the game and this applies to reason 3 if somebody ever freezes against you and their jungler isn't on their side you can sneak and take herald with ease. You're giving the enemy laner very little options and if they don't know how to play against you, you can snowball out of control.

Outscaling

You have no real bad matchups and you outscale almost every toplaner out there. Squishy ranged champions lost in draft, bruisers get outscaled by 1 - 2 items if you're not ahead and you're a natural tank slayer. Out duelists like Jax and Fiora can be problematic but you can beat even them if you play correctly especially around your Royal Maelstrom.

I'm not saying that Bel top is better than jungle by any means, far from it actually but if you love the champ and just prefer top or simply wanna play her there you 100% can while not wasting her strengths. This list also isn't full, I don't wanna go fully in-depth with details but I'm pretty sure you got the point.
