The general idea is CDR stacking for max cdr, you can take ionian boots instead of attack speed boots, same with tertiary rune cdr or attack speed up to you. I tested the standard build on u.gg which capped dps at 850 and this caps at 1150. I was also contemplating taking

Ofc you can change duskblade to an attack speed item and sit at 40 cdr and switch out of transcendence.

if you want to be an absolute big brain you can do a max cdr tank build for jinx and it should still have around 300 dmg if you use transcendence.
cleaver ionian trinity/iceborn visage etc. cdr run as well

so you can take off nimbus cloak and transcendence and get BT instead of DD, you would lose 12 dmg and the huge movement speed you get from nimbus but gain more passive movement speed from taking boots and cookies for second rune page
