With 45% CDR and Ultimate Hat, at level 16 your R will have a 16.8 cooldown. With Gathering Fire you can R Q, then W and auto to apply Lich Bane (or auto regardless if you don't buy Lich Bane) Gathering Fire reduces Mantra's cooldown by enough to allow you to R Q again while the enemy is rooted. R Q, W, R Q is enough to kill just about anyone.
