Your guide isn't awful and it's decently well done for a new guide, but it's very simple and doesn't go very indepth. There is a lot of wasted potential in the guide, and because of lack of info it doesn't have any value to it which teaches new players about the game in general in addition to telling people how to play Tahm Kench.
You need to add images and a gameplay section. Talk about using Tongue Lash and when it's good to use or avoid using it. Devour is a harass tool in lane as support or top lane, there is no mention of that.
Have a gameplay section which is divided into three parts.
1) Jungling
2) Supporting
3) Solo Laning
Make a section talking about Tahm Kench's strengths and weaknessess. Why pick him? When should you avoid picking him?
Continue improving this guide and you'll get a +1 from me later on.

I believe that masteries are personal preference and play-style. However those masteries are very good as well. I have now changed mine and they are closer to yours but still not exactly the same
