Introduction
I grab
1 point in Pulverize at level 1, Headbutt at level 2, and Triumph Roar at level 3,
I then max Headbutt first because it's his main damage spell and can often get that last bit of damage need to kill a running enemy.
Pulverize second because of its short range it is only good if the enemy is close by or already CC'd by your team.
And Triumph Roar last, because wit his build his HP Regen keeps his health up early to mid game.

I chose MS Quinces because Alistar is really... Really slow. This allows him to at least be a little faster and gives his Mobility boots more speed.
His AD runes because since his Ultimate gives him AD he often gets around 150 AD which is good if you want to smack the low armor baring ADC's.
His Glyphs are there to keep his MR up against AP champs>
His Seals are there to keep his Armor up much like his Glyphs do.

I rush Sunfire cape first because it gives him 115 Armor early and gives him a second passive to complement his actual passive in fights.
I then go for Spirit Visage because it boosts his MR up to 120 and gives him some much need CDR.
After that I go for Warmogs because it ups his HP to around 3k so with his defensive stats and ultimate, he is almost immortal in combat.
After that, I go for either Banshee's Veil or Randioms Omen depending on who is fed.

All in all, Alistar can be a superb champion that brings a lot of CC and support to his fellow team mates. Hopefully he will rise to the top of champions again.
As like all guides, this will never work 100% and most times you'll have to change builds mid-way though the game to win. Hopefully this guide brings some new things that you'd try.
