Champion Build Guide
Conqueror is the basic rune with Samira, so I'll just skip explaining why you go Precision and those runes.
Now, let me tell you why you go Resolve on Samira. Immortal Shieldbow not only gives you Life Steal (what is also good), but it also grants you with a passive which with every item you buy you gain more health. That's the key part. You are using these runes to synergyze with ISB.
Overgrowth gives you a good scaling with farm to survive assasins like Talon or Zed who will focus you on teamfights. If you farm good enough, you will end the game with about 2500 health, which for an ADC is really tanky.
Conditioning grants you lots of defense for the mid game, when Samira powerspike hits.
However, remember that you are still an ADC, stay in the backline and wait until you think is a good chance to dive into battle.
Always take care of enemy CC or flanks. This build gives you a lot of healing and life steal, but you are not Ornn, take that into account.
