But does it work? You bet your **** it does. with over 9k Mana you get 2.25k Extra HP without building tank! You have over 1250 Ability power, not including the extra attack damage you get with this build!
So In short AP singed is OP
Quints

Explanation: I run magic pen so I can do extra damage with poison trail and fling. Movement speed with ghost and your ult make you way to fast. I pefer magic and armour seals / glyphs to make you tankier and so you live longer.
It's nice to have, what am I saying it gives you 2.25k + extra hp. With this you top out at 5k health and your an AP carry.
Q: Poison Trail - Toggle: Singed lays a poisonous trail which deals 22 / 34 / 46 / 58 / 70 (+30% of ability power) magic damage per second.
This lets you do over 400 damage a second. (lots of damage)
W: Mega Adhesive - Singed throws a vial of mega adhesive on the ground causing all enemies who touch it to be slowed by 35 / 45 / 55 / 65 / 75% for 5 seconds.
Don't quote me on this, but I think at level 5 this may be the strongest slow in the game. Regardless it's great and just one level of it compliments singed so much. You will notice the delay on the adhesive when throwing it so aim ahead accordingly. There are 3 major uses for the slow.
a) To slow the enemy so you can catch them and Fling them.
b) To slow the enemy who has already been flinged so you can continue to give them a good drink, as well as allow your teammates to hit them.
c) To save team mates/yourself from chasing enemies
E: Fling - Singed flings an enemy over his shoulder, dealing 100 / 150 / 200 / 250 / 300 (+100% of ability power) magic damage and slowing the enemy when they land.
IDK a 1.0 Ability power scale lets you fling for over 1500. GG.
Ultimate: Insanity Potion - Singed drinks a potent brew of chemicals, granting him 35 / 50 / 65 enhanced damage, attack speed %, ability power, armor, movement speed, and regeneration per 5 for 25 seconds.
When the time is right, take a sip of your insanity potion and let 'er rip. Add ghost to the mix(no pun intended) and you are going scary fast. Use it for ganking, escaping, and initiating for maximum effect.
Fast Singed Is Deadly Singed.
8-9k Mana @ 3% ability power boost = 240-270 per staff = over 1k Ability power... + mana for extra health.
Extra mana for HP. Also 2% of Your mana is Attack damage (160-180 depending on bonuses). This works very well with your ult and synergises with Atma's Impaler.
A nice tank item that gives an extra 80 attack damage. Works well with Manamune.
You may reconsider your math as you only get extra mana from one Archangel's Staff -> unique passive.
So your total mana would be:
1025 + 51,25 + 1400 + 3 x 400 + 1350 = 5026,50 resulting in an extra 603 ability power from mana only; Giving you a total of 793 ability power;
Also you should put Manamune as second item after the first Archangel's Staff so it can build up its stacks more quickly.
I. Alternative
As an alternative you could also skip one Archangel's Staff for a Rabadon's Deathcap. You then would lose 400 mana, 100 hit points, (45 AP+ 187 AP= ) 232AP & 25 MP/5 and gain (140 AP + 167 AP= ) 307 AP. In total that would be 75 AP more for the loss of the other stats resulting in 868 AP total;
II. Alternative
If you would skip Manamune for a Rabadon's Deathcap in your standard build you would gain 489 AP from mana, 320 from the items and 30% extra resulting in 1052 AP which seems like the best outcome for your approach. You would lose 900 mana, 225 hp, 20 AD and 7 MP/5 for 259 AP. I would say this is the most effective outcome, even if it is everything but cheap :)
But that are just my thoughts, maybe some of this was helpful.
