Zyra plants will constantly poke you down, and you should be wary of her E as Rakan's W is easily telegraphed. You stand almost no chance of sticking on her, do not engage.
Soraka
Soraka can silence you when you engage, when you want to engage on her make sure her q and e are down so she cant escape
Pyke
Pyke can stun you when you go in for an engage and dodge it completely, pyke can also hook you when you go for w, canceling it. Make sure when you engage that you have e up to escape the stun.
Brand
Brands constant poke and burn will leave you at low health, making it hard to engage but if you are able to dodge his fire, you should be able to engage on him without a problem as he is very immobile, be careful when engaging if you are on fire as he can stun and cancel w.
Jhin
Jhin is able to root you when you go into w, but if you dodge his w you should be able to engage on him with no problem as he is immobile and has no escapes. Watch out for his traps before you engage so you dont get rooted.
Morgana
Morgana is able to spell shield your full combo, and her q shuts down your entire kit. Only engage when you know she doesn't have her spell shield or q.
Yuumi
You cant really do anything into a yuumi lane besides block dmg for your adc and buy anti heal. If she jumps off from her adc make sure to everfrost her. Rooting her could lead to a kill.
Janna
Janna's tornados and ult can disrupt your engage. When you go in make sure she doesnt have a tornado casting as your w can get canceled by her w. If you are deciding to ult when Janna is near, be careful as she can push you back leading to getting nothing out of your ult.
Nami
Nami stands back in lane so it will be hard to engage on her, and she can also bubble you when you go in to w. Her tidal wave can also disrupt your ult. Anti-heal is important in a lane against nami as she can heal her adc back to full after to engage on the adc.
Blitzcrank
Blitz is a hard matchup because when you try to engage he will pull you away from adc, he can also knock you up, his ult also removes your passive shield.
Sona
Sona is very squishy without any escapes, if you land a w on her you should be able to kill her with your adc. Anti-heal will also be useful this lane as her w gives shields and heals.
Lulu
Lulu can polymorph you when you go, and her ult can knock you up. Lulu also provides shields to adc making you deal almost no damage. Engage on her when her polymorph is down.
Heimerdinger
Heimer is a lot like Zyra with his plants, he can poke you down from far and it is very hard to engage on him with his turrets. Heimer can also stun you when you try to go in on him. Most of the time do not engage on him, look more to engage on the adc. Also when Heimer also gets rylias it will be almost impossible to escape after w, because you will be extremely slowed.
Renata Glasc
Renta is a decent matchup for rakan, as she can pull you after your engage leaving you vulnerable. Her ult is dangerous as your adc can kill you, due to being squishy. If you can dodge her pull you will be mostly fine in this lane.
Zilean
Zilean's bombs deal a lot of damage when he builds full ap and can even stun you after you engage. If the zilean has glacial it makes it hard to engage on him. He can speed up himself or his adc, making it hard to hit your w. His ult is not really a problem as you wont be killing someone with 1 combo, make sure to wait it out if he has used it on someone.
Karma
Karma is hard to engage on because of her kit, when you try to go in she will shield herself, or adc. She can also root you when you decide to go in on her. Her q can poke you down in lane making it hard to engage on her. She also has short cooldowns making it even harder.
Thresh
Thresh can hook you but you can usually e away, back to your adc. Dodging his hook is easy if you have your adc near you. His flay can mess up your engage but overall he isnt a hard matchup as long as you dodge the hook.
Lux
Lux can root, shield and sometimes 1 shot you if you try to engage on her. If you get caught in her snare, make sure to e to your adc after because if she hits you with a full combo she can kill you. She can poke you down with her e while also slowing you. Late game she might one shot you, so make sure to build some mr into lux.
Xayah
Xayah is one of Rakan's best laners! Her w provides you with the attack speed you need to proc electrocute easier. The extended e range you gain to her, allows for easier escapes. When you reach level 6, you can also combo ults together always leading to a kill. You can also combo your everfrost with her root to have an even longer cc combo. You also have a bonus synergy when you match skins!
Jhin
Jhin is a strong lane with rakan as he can root the target you decide to engage on, making it easier to burst them down. His traps also slow making it even easier to land a w on them. During jhin's ult you can knock up the target he is aiming at.
Twitch
Twitch has low synergiy with rakan as it is hard to shield and get close to the enemy without revealing twitch. If you can get close with out revealing where twitch is you can burst down an opponent and most likely kill.
Tristana
Tristanna can follow up on your engage and burst down an opponent. Or you could follow up on her engage and kill the enemy too.
Ashe
Ashe is a great lane partner while a lower dps adc early game, ap rakan has high burst which allows her to be strong and negates her early weakness. Ashe's w also slows allowing for easier engages and you can ult allowing her to hit her own ult easier.
Nilah
Nilah is a great lane partner because she can block autos and lvl up faster than the opponent. Her ult is also great, combo it with your own ult and w and they will be stuck in her ult. Her shield/heal passive also procs off of Rakan's passive.
Yasuo
Yasuo is a good lane partner with Rakan because you enable each other, when you w, Yasuo can ult and when Yasuo goes in you can engage easier.
Samira
Samira is pretty good with Rakan as she can extend your already long cc combo. When you w it will proc Samira's passive. Everfrost will also proc her passive allowing you to hit electrocute extremely easily. You can also try to combo ults with her, making sure the enemy cant leave her ult.
Swain
Swain allows for extremally easy engages on an enemy, when swain hits and q and pulls the enemy, you can w onto them. Everfrost extends this rooted duration making. During swains ult you can knock up the enemy making sure they cannot escape. Your engages can also make it easy for swain to hit his q.
Veigar
Veigar can place down his cage making it easy for you to hit your w and he can easily get stacks off of the enemy when you engage on someone. While you cant really combo ults, you can help veigar stack really fast and get fed.
Karthus
Karthus is an ok lane partner for Rakan because you can knockup the enemy for Karthus to q and wall but other than that you cant really help Karthus as he is pretty immobile.
Seraphine
Seraphine is strong with rakan as she can respond to your engages and you can even combo ults. When you go in on the enemy, Seraphine can stun them. Everfrost can lead to more stuns with her e's passive. You can also combo ults, when Seraphine ults wait out the charm duration and then cast your ult to make sure cc doesn't stack and they wont be able to escape.
Caitlyn
Caitlyn is an ok lane partner for Rakan because you can knockup the enemy allowing her to auto attack them and place a trap under them. Her traps allow you to easily engage on an enemy when they are trapped. Other than that you don't have any other synergies as Caitlyn doesn't have any cc besides her traps.
Cassiopeia
Although rare Cassiopiea adc is decent with Rakan because her w prevents dashing which allows Rakan to engage easier onto the enemy as they cant dash or flash away from his w. You can also combo ults. When you ult the enemies will be facing you allowing Cassio to easily ult them. Everfrost and your w also allow Cassio proc her q and e, as they will be stunned and knocked up leading to an easy kill.
Ezreal
Ezreal doesn't really provide anything for Rakan besides damage. Ezreal doesn't have any cc to help Rakan engage. You have almost no synergies that you can combo off of.
Draven
Draven is a very good adc for Rakan because you can help Draven get off his stacks. Draven is really good with any engage support because he can stack axes off of their engage. You can also combo off of Draven's ult, engaging on a low hp target allows for him to hit an easy ult.
Kai'Sa
Kai'sa is ok with rakan as she can easily proc her passive and hit w's with Rakan's engage but Kai'sa's ult doesnt synergies well with Rakan's as she leaves you behind, when she ults to target far away. Kai'sa's early game is also just her spamming her w.
Jinx
Jinx has her traps to allow you to engage onto the enemy and she can auto them. Your ult allows her rockets to do aoe dmg to the enemy team. You cant really combo ults but its overall pretty decent.
Kalista
Kalista is pretty good with rakan because her passive allows you to do more when you engage onto the enemy. Kalista's ult also allows you to jump right into the enemy and burst them down with everfrost and ult. Your combos make it easier for Kalista to kite with her passive.
Kog'Maw
Kog'Maw has decent syngery with rakan, as he can follow up on Rakan's engage with some damage. Kog has small slows that help Rakan's engage, but rakan is not an enchanter and cannot support Kog in a way that a lulu or Janna could.
Lucian
Lucian has great syngergies with rakan due to his passive. When rakan shields Lucian it allows him to get a damage boost, and when Rakan knocks someone up it also procs Lucian's passive. You are also able to combo really well with Lucian's abilities. When Lucian ults you can knock them up and then ult for guaranteed full Lucian ult. Everfrost also allows for lucian to hit his q and w easier. While Lucian's dash may be small it can slightly help you engage better.
Miss Fortune
Miss Fortune is great with Rakan especially if she goes PTA, as Rakan can knock the enemy up and she can get all her PTA stacks off. Both of you can burst and enemy down very easily. Mf can easily combo her ult with your own. Mf's e can also slow the target to where you can engage easily.
Sivir
Sivir is pretty good because of her ult and far range. Sivir's ult can help you land your own engage as it speeds you up. Sivir's passive also allows you to engage easier because you can E to her while she is sped up.
Taliyah
Taliyah is decent with rakan because f her e's anti-dash, making it hard for them to escape your engage. Her e + q combo gives you a window of opportunity to as they will be stunned long enough for you to jump on them.
Teemo
Teemo has no synergies' with Rakan because of his passive. Rakan can not use Teemo as an engage tool without risking revealing Teemo. Teemo also has low range making Rakan's it so Rakan's engages cannot be followed up.
Vayne
Vayne has decent synergy with Rakan as she can easily follow up on a knock-up with her condemn. When she uses her ult you can knock-up the enemy to allow her to roll closer without being seen. Vayne is also just a strong champion by herself, so you help her get fed easier.
Varus
Varus is decent with Rakan because his q is easier to hit if they are knocked up. Varus ult is easy to combo with Rakan because of it spreading to another target. Varus can ult and the you ult into a target who is not snared yet. Varus's e has a small slow which helps Rakan's engage slightly.
Ziggs
Ziggs has decent synergy with Rakan because of his aoe bomb field, it leaves very little room for the enemy to dodge your engage. Ziggs can also bounce to follow up on your engage. And Lastly you can knock someone up so they cannot escape Zigg's ult or even ult them yourself.
Aphelios
Aphelios has decent syngergies with Rakan, but it really depends on the gun Aphelios is using because with the root gun it allows Rakan to engage easier, but with the red gun Rakan doesn't really need to do anything to help him land it. You can combo Rakan ult with Aphelios by charming them into the ult and then knocking them up.
Irelia
Although no one plays Irelia adc it is pretty fun as she can follow up on your knockup super easy. She can also combo with your ult and you can charm them into the sides of her ult wall.
Senna
Senna is decent as Rakan can follow up on her own root, allowing Senna to gather souls quickly. Rakan can also knock them up for her to root. Senna as a global ult that can help Rakan during teamfights but other than that they really don't have a lot of synergies.
