I've been playing League of Legends since around october 2018. So i'm kind of a newbie as well. However, at the time of writing i am level 137, so i've had my fair share of games.
So, if you've seen other Rakan guides, they recommend Electrocute too. For good reason. It works EXCEPTIONALLY well with Rakan. You hit your W, (which is your engage) and you quickly walk slightly to the side so you can hit your Q and an AA also. Lategame, to an ADC, that means death. Things like Dark Harvest might work too, but only in certain scenarios.
Sudden impact, because that your W is a dash. It is Also your engage. Perfect!
Eyeball collection, because you're gonna be getting kills. You're incredibly good at helping your jungler, so just roam around the map whenever possible.
Ultimate Hunter, so that you have your Ultimate every combo. Simple.
Secondary Runes
I personally prefer Manaflow Band because then i won't run out of mana mid-lategame.
And last but not least, Gathering Storm, So you're actually viable late game. Rakan lacks a lot of burst if the enemy team builds MR, so this will help.
Then i'd just take
And then either Armor or Magic Resist, depending on your matchup.
