Anivia
Anivia is a very hard lane, once she gets 6 she no longer has to lane anymore because she can ult wave and leave. She does a ton of damage and has slows, also you cannot one shot her due to passive.

I was silver the last two seasons in a row, and through this build I was able to quickly climb this season, and am still going. I have a 60% winrate on Vladimir on both of my accounts.
I hated protobelt because it felt clunky for my playstyle, so I tried out a mixture of Ludens Echo and the Korean Pen builds that are somewhat common and was able to create this build that absolutely shreds tanks, and one shots squishies.

Here are reasons for each choice on my mastery tree.
Cunning:
Wanderer - Movement speed helps roams and running down enemies.
Assassin - Helps with damage in mid lane fights, also you don't need buffs, and you have no mana so the other two options don't make much sense.
Merciless - No mana, so you don't need mana regen, extra damage helps ult execute more.
Dangerous game - Helps you sustain even more in teamfights. You should be CSing well enough, and midlaners don't use the bushes as much as junglers or top laners.
Intelligence - CDR is worth it, with the 6% in runes you start with a free codex worth of CDR.
Stormraiders Surge The best keystone on Vladimir mid. I will take DFT into Galio mid if the enemy team has 3 tanks. If not SRS is always better. It allows you to get in and out of fights, and to stay on carries.
Resolve:
Recovery - Either one works here, I prefer the extra regen.
Explorer - Must have if you are planning on roaming, helps with map rotation since you won't have teleport.
Runic Armor - More heals?
Insight - The majority of your all in power lies in flash, getting it on a shorter cooldown is important.
-Good at all points of the game if even or ahead
-Strong all in potential and good roams, not great
-Great sustain with Q, manaless
-W is a great tool for escaping dangerous situations.
-Good AOE with R and E, great single target damage with empowered Q
Cons:
-No CC means you need to position well or have teammates set up fights.
-Has a very hard time into silences, tethers, and disables.
-Cannot escape chain CC
-No escapes other than W, which avoids damage but is not that great of an escape tool
-Poor if behind, can catch up, but it takes a very long time
-Prone to kiting by enemies with slows in higher elo
