Yes, she does. Primarily because your build is running full damage and does nothing for a team situation. Slows and stuns are great, but that's about all Ashe can do. If you're looking for hard engages, sure she can work. But then you might as well pick Sona, Thresh or Annie instead.

You can't really make a comparison between Ashe and Soraka because they fulfil different purposes in the first place. Soraka is first and foremost a healbot whose laning purpose is just to make sure the ADC gets through the laning phase. Ashe is intended to poke down the enemy, hard engage and then kill the enemy. But if you're talking about overall utility, Soraka can do much of what Ashe can, but then also other useful things like healing. A global heal is also very clutch indeed.

Once Ashe uses her ult, there's very little she can do without items, whereas with Soraka that isn't the case.

As I said, it's an unfair comparison because Soraka is a weak (if not the weakest) support in the first place. Ashe doesn't stand up to many of the popular supports, particularly not if you're building her full AD. A support isn't really meant to do damage in the first place, which is why AP supports tend to be better favoured for damage - many AP items also contain great utility, or their base damages are high because they were intended for midlane ( Vel'Koz, Annie, Karma etc).

Soraka:
Passive - Runs quickly to dying allies.
Q - Heals if it hits an enemy, odds of this are low in lane/mid game.
W - Heals teammate for about 20% health give or take (not going to look it up)
E - Silence, the sun is only going to happen in crowded team fights late game.
R - Global Heal, Somewhere around Summins Heal, but global.
A.A. Pretty strong bananas, but was nerffed in 4.20

Overall: Better in Late Game Team Fights, weak to average Lane Phase.

Ashe:
Passive - When not A.A.'ing builds up to 100% and the next shot is a crit.
Q - When turned on combines with A.A. to slow - No extra damage
W - AoE and slows once Q is taken, scales with AD
E - Vision of map with massive range, gold generation for CSing and Kills
R - Global Arrow, if hits AoE CC stun is massive scales with AP.
A.A. + Q = strong arrows that slow but drains mana quickly.

Overall: Better in Lane Phase, and Late Game Team Fights, falls off in Mid Game.

So, tell me outside of Soraka's healing does she really have better utility as a Support? I would say this is Healing Own Team vs Damaging Enemy Team argument and that would be a personal choice.

Now Supports like Sona and Thresh, those I know would kill Support Ashe wouldn't argue there.

In fact the only thing that's wasted is Ashe's E gold generation, by not CSing and not killing enemy champs she remains poorer than she would if she were an ADC. I can only wish for a rework to change that.

Soraka isn't a particularly strong support either, so it's an unfair comparison. Even so, Soraka provides a great deal of utility for her team that Ashe doesn't.

Updated a bit with your comments in mind.

Thanks for the input. I will take all of that in mind. Support Ashe is a meta break and not many people would run it. Ashe is the poster child of ADCs, but she isn't even close to top level. She's nonviable as it gets so I want to give her new life. Naturally there will be bugs in the build to work out.

I'll work on the Masteries page a bit and probably end up at 9/0/21 like you said.

Ancient Coin, I'll swap that for Spellthief's Edge which gives more stats and see how that works. The only reason why I was taking Coin was because of Volley, it can kill a few creeps and then disable the passive on Spelltheif's Edge. I wouldn't take Ruby Crystal because it doesn't give mana which I feel is more important in the early game on Ashe than health. Ashe is squishy no matter what.

Trinity will most likely be in a situational item. in the super late game. I take it because her Ulti scales with AP instead of AD. It's also just stats all over.

Inside my custom item build I have Last Whisper as a "VS Armor Comp" which I forgot to include in the guide. Will update that. The slow from each of my autos would allow my ADC to hit a few extra autos of his/her own and kill the enemy. I will for sure take Armor Pen into consideration for the final build. =)

In the games I've played money hasn't been an issue yet so expensive items haven't been a problem. I will include a welfare build in case things are snowballing in the right direction.

Finally, yes Ashe will die in this build, but so do Soraka for her builds. I wish Ashe had better mobility but she has to have at least 1 weakness, admittingly a major one.

Yes, it would, wouldn't it? Sorry, was in-game, didn't take the time to bother with all the obvious flaws, and since apparently you take tips from all the high Elos, I mistakenly believed you'd be fine.

Runes are fine.

Masteries are pretty rubbish. 13/0/17 is pretty pointless when you can go for additional CDR in Intelligence , Warlord is a noobtrap; it gives nothing. You're better off using a 9/0/21 set-up if you absolutely must.

Next there's an obvious mess of a skill sequence which maxes nothing by level 9.

Then most noticeably, the ridiculous items. Oh boy.

First issue, starting Ancient Coin isn't really that effective since it give no real combat stats. Better off with Ruby Crystal or maybe even a Long Sword if you want to go that road.

The second, and probably most glaring, issue is the fact that, as a support, you've taken some of the most expensive items in the whole damn game. On a support income, you sure are dreaming high.

Thirdly, even ignoring the second point, your build has no armour penetration, meaning that any AD you build can effectively be mitigated by stacking armour and hp, which a lot of champions can do quite naturally.

Fourthly, who the heck builds a Trinity Force on Ashe anyway? You can barely activate the Sheen proc, you already have Q for kiting, so you don't need the Phage and you've already got a Phantom Dancer/ Statikk Shiv, so you don't need the Zeal aspect either.

Probably the most fatal part of support Ashe is that you have a support who is extremely squishy, highly immobile and has better counter-parts in support anyway. If you want to run double ADC, run a solo-lane ADC.

tl;dr So bar runes, your entire setup is basically wrong.

A little more detail would be nice than just "Well, your set-ups are pretty bad too."

Like I said, my first guide.

Also I am "Low ELO", but I watch a lot of high ELO players play I pick up on their habits. The only reason why I lose my lanes is mechanics and making noob mistakes like positioning.
