Qualifications
Used to be a midlane coach and felt like sharing my love for assassin kong man since he's broken in 10.23.
Laning Melee Matchups
We have two options in melee matchups. First is to cheese and take E. I do this with melee champions whom don't have sustained damage. For example, a Talon comes into lane and uses his W on the wave. I'm gonna E into him and run him down with autos. This is pretty cheesy and not necessarily the best option unless you see the opening for it.

What I do most the time against melee matchups is I take Q. This is because when they walk up for a CS I can auto Q auto them while they last hit the minion. Sometimes, I will auto-Q and back away and they will chase into me to try and trade back, this is when you go for your elec proc with the third auto. Remember that your Q takes 30% armor off your opponent and most players don't know this. We hard win level 1 in these scenarios.

My goal in 90% of melee matchups is to look for level 2 first. This is the first wave and one melee minion. Just auto attack minions faster than your opponent, but not so much faster that you shove the wave in. We want to be able to trade right at level 2.

The second we hit level 2, take your E (or Q if started E) and E-auto-Q instantly and back away. You'll chunk for massive damage. Once elec comes up again, normally one more E-auto-Q ignite and maybe one more auto should kill.

If we don't hit level 2 first, wait until they use their main damaging skill or gap closer to trade. Once we are level 3 we can E-auto-Q and W away for safe trading. Just know without clone you need to play safe for that 18 or so seconds. Moreso, in melee matchups we generally don't need to W out unless we are outplaying and baiting them to trade into us so we can all in. Normally, hold on to it for all ins.
Laning Ranged Matchups
Take E first to farm the creeps from a distance without too much poke. Mostly, just try not to get poked down. Don't take cs at a risk of poke. Once you are level 3 we look to start trading with E-auto-Q-W away. Just rinse and repeat with that all ining with that combo once they are low enough.

Similarly, if we hit level 2 first and they have no CC, E-auto-Q back away. This will deal so much damage they will respect you more and allow you to farm more in fear of the combo.

Level 6 is where we strive in ranged matchups. Let them push you under tower, wait or bait their cc, then E-auto-W-auto-Q-R-auto/Q-R with ignite. This should kill.
3:15 Window
Assassin Wukong is about leads. In fact, all mid laners should be about leads. We should be bouncing/controlling the wave to be able to rotate to scuttle IF our jungler is in a contesting side. I will frequently push my wave or kill my laner and rotate to scut prematurely. Look to make plays and create leads, be a good mid laner because your jungler is gonna be a bad jungler and take stupid scuttle fights with out without you. If you lose the game as a midlaner, it's your fault and your fault only. Figure out what you could have done better and always strive to make plays and leads, even if it costs you. Learning in this game is all about mistakes.
