W FIRST Arise is everything, it's your bread and butter for the operation. No soldiers = no damage = no kills secured or even lane control.
You need that on low cooldown and you want them to do the most damage possible when they show up.
Q SECOND , is important because that's often going to be your mdoe of harass and damage when goin in deep or zoning. You need your Q to be able to come up as often as you need it to have total dominance all around you.
E THIRD Since this is your engage/disengage, it is only as useful as you need to resort to it, it's great because it gives a shield and stuns upon champion collision, but the chances of you spamming this skill are low, add to that it's already decently long cooldown. So max this third.
You need that on low cooldown and you want them to do the most damage possible when they show up.
Q SECOND , is important because that's often going to be your mdoe of harass and damage when goin in deep or zoning. You need your Q to be able to come up as often as you need it to have total dominance all around you.
E THIRD Since this is your engage/disengage, it is only as useful as you need to resort to it, it's great because it gives a shield and stuns upon champion collision, but the chances of you spamming this skill are low, add to that it's already decently long cooldown. So max this third.
YOU DO NOT NEED CDR RUNES FOR AZIR.
WHY ? Because nashors+ ionion give you 40% which is the maximum. So you can now focus your runes on more effective stats. Such as AP for more power, easier cs early game
Standard defensive runes..can't go wrong with that. Magic pen to do some work in the field. You can swap with hybrid penetration since he is AP/AD when he auto attacks and uses soldiers. So either one is a good choice.

Try not to be in the for front, or you'll get crushed and be worthless. Let your tank engage or whoever feels like engaging on the enemy team, and most people don't notice when the azir soldier pops up smack in the middle of the team fight...while you're graciously on the side, sending out more soldiers and Q spearing the enemies... sorta like an adc takes his distance as well...your job is the same thing.
ULT when their entire team just gang bangs you, so that you can push em away from whoever they are ready to kill. It gives a movement boost so if they are chasing you and you happen to be able to pass through it...do that. Also use it to push enemies under your tower for that tower damage. Ult for creating distance...don't mess up your teams crucial skill shots and combo's by messing them up. Best to use this as a finisher move to do damage to all of them at once and possibly pick up a triple..double...quadra ? penta ? who knows
