Introduction

The runes I have used are pretty standard, although you can use either magic pen, or armour pen, if you don't have any hybrid. You can swap out one of the attack damage quints for a quint of attack speed, you may also take movement speed quints if you think you will be roaming for a large majority of the game. You can take scaling comedown reduction blues, or scaling health yellows.
Flash and Ignite will help with bards early damage, you can take heal to help with early game sustain. I would only take flash, it helps with sticky situations, take flash always. Another option for a second summoner spell is barrier, i would not recommend this for adc, but you can take this when you are mid lane.
Farming is very important as bard, as you want to get the guinsoos rageblade as soon as possible for that power spike. You want to farm as much as possible, before you go looking for meeps, collecting meeps should not put you at a disadvantage so farm/ push the wave before you go, to ensure that you make the most of the time gone.
In team fights you want to ult the enemy team, after you ult them, you want to q 2 champs to have a lock down, it will almost guarantee a kill or them not being able to fight in the remainder. You want to heal any low team mates, and try to bait enemies through the wall, where you can stun them immediately after, and if you have some items, kill them.
You want to collect meeps when you have either killed the enemy adc or support/ forced them out of lane. Another opportunity for collecting meeps is when you push out the enemy minion wave under their tower, and have time to go away from lane. Try to get 5 meeps as fats as possible, as the first upgrade will help alot with early game trades.

In laning phase you want to poke with your q, meep empowered auto, the stun from your q should be very easy to land as they will most likely be standing in the minion wave. You want to push out the wave and go collect meeps as much as possible as they will create a massive power spike mid/ late game.
There are many supports that work well with ad Bard, personally i prefer supports that help bard get through the laning phase. Passive supports/ defensive supports are very good supports for bard, Soraka and Braum are probably the best supports for bard, soraka can heal to keep him sustained throughout the laning phase, and braum can shield and stun, for easy setup.

You can use your e to bait the enemies into your team mates, you can also immediately stun the enemies once they leave your e with a well timed q. Your ultimate can be used in many situations, it can be used to zone of enemies persueing your team mates, it can be used as an engage to a team fights, and can be used as am disengage.
