Greater Mark of Desolation
For Marks I use x9 Greater Mark of DesolationGreater Mark of Desolation because armor pen reds are probably the best runes you can get.
You can also sub out the extra Phantom Dancer for a Last Whipser and get x9 Greater Mark of Malice instead of Greater Mark of DesolationGreater Mark of Desolation to balance the build out to your preference.
For Seals I get x9 Greater Seal of Resilience because extra armor is good for getting First Blood and early to mid game kills and helps you stay alive.
For Glyphs I get x9 Greater Glyph of Warding because they are for the same reason as for the armor seals.
For Quints I get x3 Greater Quintessence of Furor because you will be critting a lot so they will help to get more damage on top of your Infinity Edge.

OR
I get Ionian Boots of Lucidity instead of any other boots because of the CDR which helps on your Parrrley so you can use it around every 3 seconds and its makes your Remove Scurvy down to a more convenient cooldown and it also makes Cannon Barrage go to about a 100 sec cooldown.
Next I get Infinity Edge after that for obvious reasons... Attack damage and crit with the 250% crit damage bonus = *****ific!!!!
After that I get Phantom Dancer mainly for the crit but the attack speed and move speed also are a very good bonus to have.
Next I usually get a Trinity Force which gives a plethora of goodies such as health, mana, attack damage, attack speed, move speed, crit, the 25% chance to slow, the 150% increased attack damage for your next attack and even the ability power is good. The health, mana, crit, attack speed, move speed and attack damage are all good for obvious reasons. The ability power is good because it gives your ult some extra kick but the AP is even better for your Remove Scurvy which is on a 1:1 AP ratio so it will heal for 410 health. The chance to slow is good because Parrrley applies on hit effects and it will stack with Grog Soaked Blade. And finally the 150% increased attack damage for your next attack, since Parrrley applies on-hit effects it activates when you use it on an enemy.
Next item is a Bloodthirtser for the 60-100 extra attack damage and the 15-25% extra life steal is good for damage and staying power in fights.
The last item in my build is another Phantom Dancer for the 100% crit chance and extra move and attack speeds.
Get a Last Whisper if you are worried that armor will cut your damage and if you dont mind giving up 30% crit chance.

To start off I get
Parrrley first to get my harrass on and I max this as soon as possible. At level 2 I get either
Remove Scurvy or
Raise Morale depending on what kind of CC my laning enemies have and if it isn't much I go with
Raise Morale otherwise I usually go with
Remove Scurvy. I get
Cannon Barrage at every level available. Next I max
Remove Scurvy to get a reduced cooldown on the cleanse and the higher heals. After the other spells are maxed I finish off with
Raise Morale which helps more late game for pushing towers.
For Summoner Spells I use Ghost and Ignite. I use these because the extra move speed from Ghost helps you chase or escape with over 9000 move speed (it's actually only like 600 with ghost on and with the full build). Due to the changes to Gangplank's passive I now use Ignite instead of Exhaust because you don't need to slow the enemies down anymore and if there are champs that have lots of Life Steal or can heal like a **********er you use Ignite on them to keep them from staying alive or escaping with very little health.
