You have a few options when building for garen:
You can go full damage which revolves around attack speed stacking for your E to do more damage.
You can go Bruiser which is a more classic way to play garen.
You can go full tank garen and just bully the enemy adc or mid. Either way Garen is a great champion to start learning top lane on.
