Yorick should only and only requires to have 20% C.D.R excluding game modes such as Ultra Rapid Fire or you would ruin Yorick's Cool Downs.
Yorick is a fine Champion to punish someone, usually melees who can stockpile power for an example is Nasus. Because he can only be described as "Tragically Decent" he is usually underrated for Late Game which is a half lie. But what make Yorick's weakness is that he is a Caster. He do not have a utter Ability Scaling for such Power spike that it also may allows him to enter Lethality Meta which is such secret.
To talk again about Yorick's Weakness is that he would usually requires his Companions and his companions were weak to Ability caster champions.
