This my Lux guide, I've been playing Lux successfully for a while now and this setup is what I use for early game damage and exp gain to gain the upper hand in bottom lane, my mid setup is fairly similar with a few tweaks.

I max E first to have a good poke and kill secure early.

W I find not to be as useful in a kill lane so i max it last, you can put in a point early for a little protection for yourself and your carry but to maximize its effectiveness you'd have to put more points which cut your damage in essence weakening your kill lane.

Q is of course maxed second for the utility of the snare for kill set ups and poke.

The rune page I have is set for exp gain, some early Ap and armor.

EXP is self explanatory - with mastery is have +11% exp gain
Ap glyphs - extra early game damage
Armor seals - to counter bots AD carry damage
Magic pen marks - again early game damage

The con of this page set up is magic resist obviously so a mage bot you will have to play a little more carefully.

Masteries setup is to:

1 - mana regen and starting mana - effectively helps you stay in lane longer thous increases your exp gain potential
2 - cooldown reduction
3 - exp gain - to add to the rune set up
4 - minor utilities to still somewhat support bottom lane
