Shen is first and foremost a tank because his abilities are meant to take damage rather than deal a lot of damage. Shen should be played top. Due to his lack of damage he can't do too much to the opposing champion(s) in the lane but if laning with a damage champion Shen can taunt and then take damage whilst your lane partner does the damage. However, if Shen is solo top then be careful not to push too far as although Shen can take a beating he won't last long against two harder hitting champions. When playing with a jungler, always wait for the opposing champion to come close enough to allow you to taunt them for when the jungler comes in to really do the damage.
