About the items and runes

Redemption, Ardent and Mikael's Crucible are the only items giving healing/shielding power bonus. When you have the three of them you get +40 healing/shielding power and +10% from your masteries. So you have 50% stronger shield when you use Solari. This means that no one will be able to oneshot your adc if you use that solari in time.

About skill leveling

I level up and max 1st E because it gives me both damage and protection. Afterwards I max W because it has double effect too. When I use it on ally it gives him bonus attack and movement speed. I can also use it on assassins who are targeting my adc. If you want to deal damage and be support Lulu is not the champ.
