I see your poi but in fact Runaan's Hurricane is good on Twitch (he can apply those damn passive stacks now to multiple targets).

I wanna call him that also >///<- ADC's in general have low base damages in comparison to other champions but do most of their damage through auto-attacks, which have a 100% AD ratio each (most AP and AD ratios on spells are 60-80%). As a result armor pen marks are very bad on ADC's, especially on Twitch as his base damages are far below the average for even ADC's. Almost all the damage he does comes from the damage he builds and gets from runes, using armor pen to increase the efficiency of 0 damage still results in 0 damage.
- Armor pen quints are terrible in general, even for champions that do want armor pen in runes. To explain why I'll compare them to attack speed quints, the runes you should use on Twitch and other ADC's.

As you can see they give almost the same stats, attack speed marks are better than attack speed quints but not by much.

Here we see that armor pen quints are extremely underwhelming compared to the marks, the stats it gives are tiny. It just doesn't give enough stats compared to the other alternatives you could get from quints, for any champion, so they're pretty bad.
The reason you want attack speed quints rather than AD is similar to why you would never want armor pen quints on any champion.
AD quints are noticeably weaker than AD marks. Attack speed isn't quite as good a stat as AD for an ADC, especially in lane, but it's still a very good stat, and as attack speed quints give you more stats overall than AD quints, you want attack speed quints. AD quints are only used by champions that make almost no use of attack speed, like Renekton, Talon, Zed, etc. And armor pen quints are used by no champion because they don't give as much damage as AD quints for most of the game.
Switching your marks and quints from armor pen-armor pen to AD-attack speed will make you deal a lot more damage early-game and only marginally lower damage late-game.
- Greater Glyph of Magic Resist is arguably better than Greater Glyph of Scaling Magic Resist, because on a duo lane you level up slower so you don't gain as much from runes that scale on level as you do on solo lanes. They're not bad, but they're not as good as the alternative, starting off with little to no magic resist early on makes you especially vulnerable to magic damage in lane ( Leona, Annie, Sona, Nami, Brand, and any other magic damage focused supports will crush you) for the trade off of taking less magic damage late-game, at which point your positioning and mechanics are more likely to help you avoid receiving magic damage in the first place.
- As for items you shouldn't build Essence Reaver on Twitch, he doesn't gain much from reduced cooldowns as all his damage comes from auto-attacks. In its place you could build Youmuu's Ghostblade (most Twitch's rush this then move onto Runaan's -> IE), Blade of the Ruined King, Mercurial Scimitar or Bloodthirster.
