Hwei ADC will generally want to keep the lane neutral or pushed up into the enemy's tower as he is not very good at killing minions whilst under his own tower. The main objective to this is that he can push harrass stack his Tear and recall then repeating the process utterly overwhelming his opposition with a massive CS differential and keeping them occupied whilst the team establishes vision and objectives. This way he is also very suceptable to ganks and flash all ins which is to be avoided at all costs as Hwei is already proned to be outscaled and any lead he can get is hard to hold onto. Grabbing towers is secondary but with this formula it is most often unavoidable as he has the enemy huddled up in it. Hwei doesn't mind a delayed laning phase as this is when he is most powerful. It is best to permanently push and look for plays with the Jungler and Support when possible focusing on zoning off others in Objectives and teamfights. Grouping with the team as much as possible and making as much impact before his unavoidable fall off.

For Hwei in the mid game this is where he is the most useful having the massive range to execute anyone who is backing or running in a predictable manner with his Q|W as well as being the premier control mage with his AOE spells. This is when Hwei has to really put his foot down and carry the team through to the late game granting as much assists and Objectives as possible. Hwei getting kills is great and he can snowball out of control and carry the game however his real role is being the artillery and control of the team lying down damage wherever the opponent is trying to go. Hwei will constantly shadow his teammates keeping a watchful eye over everything that is going on and going in to assisting his team. Playing for a strong carry character like Cho'gath, Gwen, Cassio ETC to ensure they reach their target and assisting them in whatever they need is the key to victory since this is where you're most impactful before your immediate fall off.
