Usually my permaban to prevent enemy and ally Caitlyn picks. Very difficult to outplay since she can just Dash out your E knock-up. Also just outranges you and your ADC so if you miss engages, she punishes hard. Only 4 because she's weak in current meta.
Samira
Only reason is because she can Wind Wall your Ultimate. She can also dash out of your E knockup. Otherwise, usually even since she can get blown up and Glacial reduces their damage.
Yasuo
Same case as Samira. Good Yasuos will make him 1 threat level higher. Otherwise, just like Samira. Be mindful of Wind Walls.
Morgana
You can't kill her but she can't really kill you either. You can buffer E-Dash as you get rooted and still dash out. You can roam and while she can follow, you're faster with Synchro Boots + Relentless and have more kill pressure. Just a coinflip on whether your ADC brings Cleanse and can dodge roots or not.
Blitzcrank
This guy is not a real champion into Ornn. His Q-hook and E-Knockup gets countered by your W and is longer CD. His W slows him and proccing Glacial with W-Clap will either burn his flash or he'll die.
Q > W-Clap > E-Knockup + Ignite > Kill. Only reason he lives is if your ADC is too weak or he flashes early.
Pyke
You can't kill him but he can't kill you either. You can also roam to match him because of Relentless. Just be careful because if you engage, he can punish hard if you miss.
Thresh
The only hooker that's even. W-Lantern makes it hard to realistically get a flash or kill on ADC and his E-Flay can stop your E-Dash when engaging or escaping leading to your flash burnt or death. Skirmish and avoid fighting him in-lane Pre-6.
Zyra
Really Annoying. Also another valid perma-ban. Her plants overall are cancer and her Ultimate counters your engage. I usually just play Guardian Bodyguard or I roam but even roaming can just lead to your ADC's death because of plant BS.
Janna
Annoying overall since she can stop your engage with a good Q. But you can roam and her kill pressure isn't as high so you usually don't have to worry about your ADC dying.
Kalista
Major threat for the same reasons as Caitlyn but even better at dodging because of her passive. Only reason she isn't 5 is because she's weak in current meta.
Braum
You go even against him in lane. His E can block your Q's so its hard to start an engage on him. But his passive stun can be nullified by your W. You can also out roam him because of Relentless and Synchro.
Jinx
If your ADC is Aggressive/Strong Early, try to kill Jinx with level 2, 3, or level 6 advantage. Otherwise, just avoid her traps at all costs if you engage. If she tries to trap you after hitting her W-Slow, you can E into her traps and W after to get the extra little distance while you wear out the root timer.
Ashe
Not much to say, Strong ADC overall and enables Approach Velocity.
Aphelios
Same reasons as Senna but just somehow worse because he doesn't have Utility like she does. He's also not doing so well in the current Meta.
Caitlyn
Caitlyn is weak early, it's redundant to try and protect her since she already has a dash, and roaming makes her too vulnerable to dives or ganks.
Draven
Super Aggressive, you can play level 2 and get a flash or kill 90% of the time with him. Just be careful of ganks but even then, you might be able to 2v3 if you and your Draven are cracked. Snowballs hard but doesn't scale as well, Ornn items keep him snowballing but not for long.
Ezreal
Good Ezreals can play aggressively and follow up on Ornn Engages. But not much synergy otherwise. He does allow you to roam since he can usually farm safely, but don't roam if Jungle is bot side since he'll inevitably get dived.

Unless its HoB, usually not that strong early and doesn't have much synergy with Ornn.

Haven't played with but I'd assume is Strong. She's not insane early but level 6 spike can lead to your lane snowballing. You can engage and let her Ult you out to escape or re-engage.
Kog'Maw
Weak early but Insane late game but also very hard to keep alive. Only reason he isn't lower is because his early game isn't as weak as the ones rated 2 or below.
Lucian
Strong early, self-peel because of his Dashes. Just doesn't scale as hard as the other picks.
Miss Fortune
Not as strong early, but your Team fights are insane after level 6 if you combo your Ultimates together.
Nilah
The best ADC for Ornn. Her passive gives you EXP for faster Ornn items, super aggressive, self peel against ADC's because of W-Dodge, and her Ultimate either groups enemies for your Ult or follows up on your knock-up. She also scales very well and can always 1v1 enemy ADC.
Samira
Aggressive, can Follow-up, Wind walls important abilities. Would put her at a 4 but in the current meta, she's too weak compared to other 4 carries.
Senna
She's very weak early and can still die even if you're bodyguarding her. But if she can scale into the late game, she's a late game monster with Ornn items. But it's usually not worth the risk.
Sivir
Might be subject to change because of current meta. However, she's not strong early and her level 6 isn't exactly a Power-spike. But, She is self-sustainable so you can perma-roam and she'll be safely farming.
Smolder
Same reasons as Senna. Super weak early and needs bodyguarding but Insane late game monster.
Swain
Very Matchup and Elo dependent; either dominate or gets bullied by ranged ADC's. He does alot of damage, especially with Electrocute but he's squishy early, has high mana costs and long CD, which makes getting kills difficult. Roaming is counterintuitive since you want him to scale but you both get bullied out of lane because of ranged ADC's most of the time. Higher elo players are better at exploiting Swain's weaknesses that Ornn can't cover.

Better to play with at level 3 and level 6. His W-Q combo hits surprisingly hard and your CC from Q, E, and Glacial make landing it almost guaranteed to hit or make them flash.
Vayne
Insane late game carry potential and good laning unless countered she gets countered. She can follow up on your E-knockup and guarantee a kill or flash.
Veigar
Cage is about all Veigar can provide for Ornn in terms of synergy. He's too weak early and definitely needs bodyguarding.
Xayah
Depends on how good your ADC is with Xayah but in most cases, just a decent pick with Ornn.
Yasuo
Even if you're both Melee, if you can engage with E or Ult-Knockup, your kill pressure is insane. Just need a good Yasuo.
Zeri
Zeri is alright with ornn. She used to be a late game monster but is now barely viable. Only reason she is lower is because she is struggling in the current Meta. Otherwise, she'd be 1 tier higher in OK.
