Ignite - Against enemies that are easier to kill or has lifesteal.
Barrier - Against lux/burst mage
Exhaust - Against assassins
Cleanse - Against CC enemies

Items

Archangel - Mana as you would like to poke a lot.
Ludens - Most of the time for CDR and AP
Morell - For Grievous Wounds (Cut down lifesteal)
Lich Bane - For extreme burst
Liandry - Cut down percentage health (Tanks)

Max Q, as you would use them to poke mostly
E second, W last as W is not reliable (skillshot based)
Upgrade R when possible.

Presence of Mind - After killing an enemy, CDR on R, mana restoration.
Coup de Grace - Deals more damage to enemies under 40% health, as you would most probably use your R on low health enemies, this rune is very good on Syndra.
