Why grab a second level into Broken Wings over grabbing Ki Burst at level 3?
Riven usually has a semi-power spike in the early levels when she can utilize all her skills to work with her passive for massive burst.
Also, running 3 scaling cdr blues allows you to reach the full 40% cdr cap at level 18 (15% Boots of lucidity, 10% from runes, 5% from masteries, and 10% from Black Cleaver or Ghostblade)
If you choose to run some MR blues, you might as well go with scaling MR because 4 MR from flat runes is really not going to help you too much in the laning phase, so you might as well go with the 12 MR bonus at level 18.
There are also lots of animation cancels such as Blade of the Exile + Valor, Valor + Ki Burst, Wind Slash + Broken Wings, Ravenous Hydra + Ki Burst, etc.
Lastly, I would replace the mastery point from Butcher into Sorcery because Riven scales very well with CDR and you are already building massive amounts of AD onto Riven. Last hitting should not be a problem with skills that do not use any resources and a passive that amplifies your auto attack damage after every skill.
