Very easy match-up. Shen sustains better and has a better early game. Poke with Q's and rush Sunfire for an easy win.
Akali
Fairly easy lane. You poke harder and sustain better, and your taunt can pull her out of Shroud. Once you get Cowl, she can't touch you.
Aatrox
One of the easier match-ups for Shen. You can zone him early with Q's and win a nice farm advantage. Beware though, this lane snowballs quickly.
Darius
This guy out-harasses and out-trades you, and pushes the lane into your tower. Plus, his true damage ulti is quite effective at finishing you off in an pinch. Concentrate on farming, and punish his cooldown with Q's if he misses a grab.
Gangplank
Pretty much a farm match-up. His harass is better, your sustain is better. Jungle pressure can snowball this lane either way.
Fiora
A dangerous match-up, but can go either way. Your harass and sustain is stronger than hers, but she wins extended trades. Focus on punishing her cooldowns and abusing her minimal escapes with jungle pressure.
Jarvan IV
A relatively easy lane, his % damage is annoying, but Feint-able. Play safe and Q harass until Sunfire, then focus on extended trading.
Nasus
Play aggro early, and use your Q sustain and taunts to zone him off minions and extend trades. You out-damage him early. If you fail, the lane stales into a farm lane, and he out-scales you hard.
Rumble
This is a terrible match-up. Rumble's shields can make harass almost useless, and his flamespitter and rockets can zone you off a wave. Luckily, he pushes to your tower often, so farm with Q's, ask for help, and use your few opportunities to pressure the map well.
Vladimir
Very difficult match-up. A good Vlad will out-damage you, out-sustain you, and dodge your taunts with blood pool. Take Ignite and look to snowball the early game, or prepare for a rough lane.
Gnar
A somewhat difficult match-up. Gnar's range and mobility in Mini Gnar makes it hard to trade with him, and his power in Mega Gnar makes him more powerful than you. Look catch him with taunts in Mini, and otherwise use sustain to play safely and farm up.
Renekton
A very difficult lane. Renekton can sustain about as well as you can, and outdamages you. Look to extend trades on his cooldowns, and be ready to farm under turret for a while. Rush Randuins, and cry for help.
Jayce
Widely seen as a counter to Shen, Jayce is a fairly difficult lane. His poke is dangerous and he has good burst. Look to safely farm until Sunfire, and abuse him when he's OOM or low on mana. You out sustain him, so when done properly he can be punished.
Malphite
Easy farm lane. You can't really kill him, he can't really kill you. Find a balance between harassing with Q and sustaining with it, and you should net a significant farm advantage.
Shen
Prepare for the wet-noodle-fight of a lifetime. This lane is a measure of who farms better and who makes better plays with their ulti.
Kennen
Pretty difficult lane. Kennen's range harass is an annoyance. Rush Cowl and farm, catch him with taunts when his ulti is on cooldown.
Cho'Gath
Basically a farm lane. He pushes hard, so you're likely to sit under tower. Beware his ulti, but he's unlikely to get you low enough to finish you without help.
Yasuo
Easy lane. Harass with Q's, rush Sunfire, and snowball the heck out of this guy.
Yorick
Widely said to be a counter to Shen, but this lane is easy to force into a farm lane. Get Cowl for the sustain, then Sunfire. Out-pressure him around the map.
Riven
Pretty easy lane. Start cloth-5, and play safe in the early game. Punish her cooldowns by harassing with q's when her shield is down, and taunt her when she misses a stun. Sunfire Cape snowballs this lane.
Jax
Fairly difficult lane. Jax can duel you pretty easily, and outscales your damage. Look to abuse him when his stun is down, and punish him pre-6. Rush Randuins, it will be your best friend when Jax decides to go ham.
Dr. Mundo
Take Ignite, and play aggro early against him. Otherwise, this lane stales into a farm lane. You (barely) outscale his damage, but he outscales you in tankiness.
Irelia
A pretty shaky matchup. Shen is stronger in the early game, so abuse her lack of sustain with constant harass and all in's when she's on cooldowns. After she gets Tri-Force, play cautiously, her damage is much stronger than yours. Grab a Randuin's for this one.
Garen
Farm lane. Watch the execute, and you'll be fine. Out-pressure him around the map, and farm up.
Pantheon
Pretty easy matchup. You sustain a lot better, and extended trades almost always come out in your favor. look to break his passive before hitting him with ki strike (go in with about 1-2s left on CD) and win this lane easily.
Warwick
Boring farm lane. Almost as much of a wet-noodle-fight as Shen vs. Shen.
Volibear
Wet noodle fight. Watch his bite execute, and you should be fine. This is a good matchup to go Randuins.
Lee Sin
Pretty similar matchup to Riven. Watch his early game damage, harass him with Q's and outscale him into late game.
Wukong
Be careful of Wu's level 2 damage, but otherwise harass him with Q's feint his all ins, and taunt him when he goes on cooldowns. This lane generally turns into a farm lane.
Olaf
Pretty difficult matchup for Shen. Olaf can sustain your damage and out-trade you with a simple tap of the E button. Abuse his relatively weak early game, and gank him when his ulti is down.

I'm CommieRed. Shen has been my favorite champion since I started playing League in Season 3, and I've grown to love his strengths, weaknesses, and uniqueness as a champion. Shen is a disruptive tank, and while he isn't the most mechanically challenging, he requires a keen tactical sense and map awareness to use effectively.

So, before we get into the gritty business of how to use Shen, let's look at why or why not to pick him in the first place:

From this list we can see that Shen excels in making plays around the map with his strong team utility and his global map pressure, and is a capable laner and duelist through his sustain. In addition, his abilities allow him to disrupt part or all of the enemy team long enough for his own team to follow up. Now let's look at the other side.
Weaknesses:

From this list we can see that Shen fares poorly against teams or champions that can kite him / disengage from him, or who have burst damage that can be applied without repercussion, as Shen needs targets to apply his sustain effect. In addition, teams with good disengage can avoid his fight-turning ultimate by simply pulling back.

So you've decided Shen is the right pick! Let's return to the basics. For runes I go with AD marks, Armor seals, Scaling MR glyphs, and either Attack Speed or HP Regen quintessences.
To break it down: AD Marks: aid with last-hitting, dueling, and early trades. Armor Seals: give tankiness. Enough said. SMR Glyphs: scaling tankiness towards when casters get more AP. AS Quints: synergy with ki strike, last hitting, and dueling. HPR Quints: extra sustain for difficult lanes.

Offensive: Emphasis on AD and AS for last-hitting and trading. Defensive: Emphasis on HP and flat resistances for sustain and tankiness. Utility: Why you would pick anything here on Shen Top is beyond me.
