Shyvana loses to a large number of toplaners. Cull, absorb life, second wind and optionally fleet footwork help her survive these lanes and get the very needed gold.
For early game in most matchups you pretty much only can secure creeps with your E and stay back under your tower to not lose too much hp and be vulnerable to dives/ganks.
The mid/late game plan is to split push, if you deem it not possible refer to the teamfight itemization in the builds section
