ROA vs Tear
Over all Archangel's staff is better than ROA on Singed as it has gold value of 5892g when fully stacked (taking into account the health from his passive), and is also cheaper by 100g. ROA only has a gold value of 5640.75g.
Rod of Ages
The one benefit of the ROA build is that it is a lot better in the early game, giving you more ap to begin with as well as more health and the regen passive. As the gold value difference isn't so much, it is often better to just go with the ROA build.
