Singed Passive Ability
Our starter items will be The Dark Seal and Refillable Potion . The Dark Seal is a great starter as it can give Singed some extra AP early on and the 25% extra potion healing is great as Singed is very easy to poke early game so we will need the healing to be able to stay in lane.
First Back
We will mostly be getting the Boots of Speed first as it will give us a MS boost as well as allowing us to use our Predator rune, however if you've been getting a lot of gold while laning and have backed later than normal I would consider buying the Ruby Crystal so we can start building into the Righteous Glory Early.
Early Items
ALWAYS buy the Crystalline Bracer before the Blasting Wand as we want to be building into the Righteous Glory before Rylai's Crystal Scepter as it will be our main item and what we will be using the most to chase down enemies.
Essential Items
Ok, so the first item we will be buying in this set will be the Boots of Swiftness as they are cheap and we will be using them a lot. Next we will build into Righteous Glory because that will be our main item and will be very helpful when chasing enemies. We will finally buy Rylai's Crystal Scepter for the extra boost to our Health, AP and also for that sweet movement reduction buff.
Late Game Items
These will be for when the game has went on for a while and we will be half-asleep but don't worry!, this build is so good we can pass out from exhaustion but still get a penta! Anyway, Dead Man's Plate is a solid item for the build as the passive has good synergy with the rest of the build and it makes Singed a whole lot tankier as well. The Abyssal Mask can be very effective with this build as the passives both work amazingly with Singed and it also gives cooldown reduction and magic resistance which this build is lacking (also more tankiness).
Last we have the Zz'Rot Portal which is a bit of a niche item to take, but if used properly it can be a very good tool for split pushing, as well as giving the build more magic resistance.
