Now, Press The Attack is far better on lucian. HOWEVER, this build is fun as ****. allow me to demonstrate with some quick math.

so with this rune page and two CDR Items. You will have 45% CDR. Your E at max rank with 45% CDR has an 8 second cool down. Lucian's passive works so that if you shoot an enemy champion after casting an ability you take 4 seconds off your E. Meaning that if you E-AA-W-AA you have your E up again. Meaning you can dash like crazy.
