Runes

I chose the Scaling Health seals over the Armor Seals because Gangplank has the highest base health stat in the game, so he doesn't have as great scaling. With those Seals it will help him scale as well as everyone else :). The Armor Marks and the Armor Quints are to supplement for not having Armor Seals. The Magic Res. Per Level work well to help him scale and just stay alive longer in later game team fights.
