AD - Attack damage

While Teemo can be played as an AD, AS or hybrid build, I prefer AP for a number of reasons.

You dont need to be in the fight to play your part, builds like AD require Teemo to be constantly in the heat of battle, and for him this is a dangerous place as you are not a tank and will die quickly if two champions decide to focus you. This is where your shrooms are a savior or killer, but more on that later.2
Thornmail isnt as painful - What is Teemos single biggest weakness? Tanks, and items like thornmail will make your life a living hell. With AS you need to be constantly hitting your enemy to have any effect, with AP you will require fewer shots and/or a shroom to hold your own lane.3
Supporting can be fun, AP Teemo can support a team a lot more effectively than other builds, blind will destroy shields and your poisons will weaken your opponents for your allies to finish them off. For some people this may not be as enjoyable but in the bigger picture it is the best (I believe).Pros

Low health and armor means you will be focused on
No true effective escaping mechanism
CC's will be a thorn in your side
You need to play cautiously, running in will result in deaths

Teemo has to play cautiously while walking through shrubs and scouting out areas, this is why I choose clairvoyance. Some people may prefer exhaust over this, however, I believe this will prove to save you in a large number of situations.

Purely for convenience, with your shrooms you can teleport nearly anywhere on the map. This is great for assisting teammates in fights or defending a tower from a large way of groups.
Others

Extra damage early game, late game isn't as noticeable but still has good synergy with you poisons

Will make a melees life even harder, but I dont think it is necessary.
Camouflage
If Teemo stands still and takes no actions for 2 seconds, he becomes stealthed indefinitely. After leaving stealth, Teemo gains the Element of Surprise, increasing his attack speed by 40% for 3 seconds.
This is what makes Teemo, Teemo, this is great early game for the surprise attack and later game for the extra attack speed. Oracles will make this skill redundant however in addition to other champion spells that reveal invisible units.

Blinding Dart
(Active): Obscures an enemy's vision with a powerful venom, dealing 80 / 125 / 170 / 215 / 260 (+80% of ability power) magic damage to the target unit, blinding them and causing all their attacks to miss for the duration.
Cooldown 8 seconds | Cost 70 / 80 / 90 / 100 / 110 mana | Range 680
A melee champions biggest enemy and a squishies bane (sort of the same thing but yeah). With a AP ratio of 80%, this move will prove to be your opener, invaluable in team fights and an overall amazing move. You want to level this second after your poison.

Move Quick
(Passive): Grants 10% / 14% / 18% / 22% / 26% increased movement speed until struck by a champion or turret. The passive is restored 5 seconds (static cooldown) after last being struck by a champion or turret.
(Active): For 3 seconds,Teemo gains double his passive movement speed and will not lose it even if he is hit.

You are called the swift scout for a reason! It is important to note that it isnt the most effective escaping method as you are still vulnerable to CCs however will make you feel a bit safer while traveling through the jungle and lanes. At end-game you should have a movement speed of around 470 which can be increased even further to assist in chasing enemies and assisting allies.

Toxic Shot
(Passive): Each time Teemo attacks an enemy, he will poison the target, dealing 9 / 18 / 27 / 36 / 45 (+14% of ability power) magic damage on hit and 6 / 12 / 18 / 24 / 30 (+14% of ability power) each second for 4 seconds.
Without a doubt my favourite move in Teemos arsenal, at late-game you will be doing between 100-150 points of damage per hit. I choose to level this up first to maximise my overall damage output, while you could level blinding dart first I believe you are missing out on a lot of DOT damage which will prove to be crucial in team fights. As most of your damage is from the poison DOTs you will find thornmail wont be such a thorn in your side after all!

Noxious Trap
(Active): Teemo places a trap which stealths and arms in 1.5 seconds. It detonates if an enemy steps on it, dealing 250 / 475 / 700 (+80% of ability power) magic damage by poisoning nearby enemies and slowing them by 30% / 40% / 50% for 4 seconds. The traps last 10 minutes. Teemo will store one every several seconds, and can have a maximum of three stocked up. Each cast requires and uses a trap.
Cooldown 30 / 26 / 22 seconds | Cost 75 / 100 / 125 mana | Range 230
Woah! What isnt the old shroom? It is a ward, a slow, a dot, a KSer and a great piece of decor! Using an AP build you will be able to do over 1K of damage with a single shroom, I cannot count how many times I have killed Ashes by never actually attacking them. What you will need to be aware of are oracles and wards, if you see an enemy using one of these they should be your first target! If the enemy is aware of your shrooms they become pretty redundant.
